"A small, skinny man from Egypt, Hassan Mostafa is completely bald but has a moustache to rival Vernon Dursley. He is the Chairwizard of the International Association of Quidditch."
From the Story[]
Discovered in Book4, Chapter 8, The Quidditch World Cup[]
"Hassan Mostafa is the referee of the Quidditch World Cup match between Ireland and Bulgaria. He strides out onto the pitch, wearing robes of pure gold, with a silver whistle protruding from under his moustache. He carries a large wooden crate under one arm, and his broomstick under the other. As he mounts him broomstick, Mostafa kicks the crate open, releasing the Quaffle, the two Bludgers and the Golden Snitch. He shoots into the air after the balls, blasting on his whistle to begin the match.
Mostafa starts to act very oddly after the Veela begin to dance during the match; he lands right in front of them, flexing his muscles and smoothing his moustache excitedly. He is broken out of the trance when a mediwizard hurries over and kicks him hard in the shins; he looks highly embarrased when he comes to. He shouts at the Veela and appears to be trying to send off the Bulgarian Mascots. When the Bulgarian Beaters start to argue with him about this and refuse to return to the match, he awards two penalties to Ireland."
