The position of High Inquisitor is created in Harry's fifth year, and undertaken by Professor Dolores Umbridge. The role is created as part of Cornelius Fudge's plan to get to grips with what he considers to be the falling standards at Hogwarts. The High Inquisitor has the power to inspect the teachers at Hogwarts and make sure they are up to scratch.

The High Inquisitor of Hogwarts has the power to inspect, place upon probation and sack any teacher they think is not performing to the standards required by the Ministry of Magic. Despite this, Professor Dumbledore reminds Professor Umbridge that the High Inquisitor does not have the authority to send a teacher away from the castle. In addition, the High Inquisitor only has the right to appoint a new teacher if the Headmaster is unable to find a suitable candidate.
